In 2015, White Plains Common Council passed an ordinance re-zoning certain properties in the light industrial (LI) zoning district along Westmoreland Avenue in White Plains, NY into a Light Industrial Mixed-Use (LI-M) district. The LI-M zone provided more permitted uses including conversion to residential. 136, 146 & 158 Westmoreland Avenue are all included in the LI-M zone.

136 & 146 Westmoreland are currently industrial lots used for parking and storage and 158 Westmoreland is a residential home leased to three tenants. In January 2017, HayMax Capital purchased 136 & 146 Westmoreland Avenue and in May 2017 purchased the home on 158 Westmoreland.

Red Starr & HayMax Capital intend to develop a 62-unit mixed-use property on the 38K SF of contiguous lots. The project will be an approximately 60K SF building with 62 residential units, 97 parking spaces, and manufacturing plus retail on the ground floor. The project received final site plan approval from the Common Council on January 3, 2017.
